The City of San Antonio has selected Family Service Association as a HEAD START provider…It is likely that we will begin to receive phone calls regarding Head Start, whether it is for employment or for enrollment of their children, this information should help you to answer questions callers may have.

What is HEAD START? Head Start is a program that provides early childhood education and development services to qualifying children. It also provides the parents with resources to job training, family strengthening, encourages parent participation, helps families set goals, provides access to community services and resources and much more.

FOR ENROLLMENT
Parents interested must call the City of San Antonio Head Start program at (210) 207-7851 in order to enroll their child or children and/or for questions about Head Start locations or districts.
 

Q: Uniforms

Q: What is happening to Head Start services?
Head Start services are not leaving San Antonio and Bexar County. The City of San Antonio still has responsibility for the Head Start Program and will work with new agencies to provide Head Start services beginning of the school year 2009/2010.

Head Start services are continuing in San Antonio and Bexar County. The City of San Antonio is still overseeing the Head Start Program and is contracting with new agencies beginning August 24, 2009 to provide services to nearly 7,000 children we service today.

The City of San Antonio is making this change to improve program services and to ensure Head Start children receive the highest level of education and care. Parent/Child Inc. (PCI) will provide services through the current school year, including summer services. Effective August 1, 2009, PCI will no longer provide Head Start services.

The new agencies that will provide Head Start services are AVANCE - San Antonio, San Antonio Independent School District, Edgewood Independent School District, Education Services Center – Region 20, University Health System, San Antonio Metropolitan Health District, and Family Services Association.
Q: How will the change impact parents?
Currently enrolled children will be automatically eligible for next year’s Head Start Program.

Head Start services will be provided by new agencies and many classrooms will be located in elementary schools using certified, bachelor-degreed early childhood education teachers.

The City of San Antonio’s Department of Community Initiatives will keep parents informed about Head Start enrollment through mailings, media announcements, and current Head Start centers. Parents will receive information about when and where to register children for Head Start services for next year by May 1, 2009.

Community meetings have been scheduled to discuss changes to the program and to answer parents’ questions about the new agencies and centers, which will provide services.

Q: Will I still have Head Start for my children?
The City of San Antonio is working with Parent/Child Inc. (PCI) so that your child will attend the same center through the current program year.
Q: Will my center still be open after June?
We anticipate there will be no changes for the current program year. We will be looking at current and new locations to find the best sites for the next school year. Some centers are very small or in need of repairs and may be moved to better locations.
Q: How do I enroll my child or children for next year?
The City of San Antonio, Department of Community Initiatives will keep you informed about Head Start through mailings, radio announcements, television, newspapers, and current Head Start centers. You will receive information about when and where to register your child or children for Head Start services for next year by May 1, 2009.
Q: Who are the new agencies that will work with the City of San Antonio, Department of Community Initiatives to provide Head Start services beginning the new school year?

Q: Why is the City of San Antonio making this change?
The City of San Antonio is making this change to improve program services.
Q: What will happen to PCI employees working in the Head Start program?
The new agencies will be looking for qualified and motivated PCI employees. We are depending on current employees to assist us through a smooth transition. Job fairs and other resources will be provided for PCI employees that remain in the program through the current program year. These resources will assist in helping employees find employment.

PCI employees are encouraged to apply and will be evaluated for hire.

All PCI employees have been receiving employment assistance through Workforce Solutions Alamo (WSA), including resume writing assistance, job fair assistance, job interview skills guidance, job placement and education and training resources.
Q: Will the hours or days of service change with the new providers?
The City of San Antonio and its new agencies will provide at least the same level of days and hours received by current Head Start families. Some families may find that additional hours of care will be available with the new providers.
Q: Is PCI going away?
While PCI will not provide Head Start services after the current program year, PCI will still provide Early Head Start and other programs, which are separate from the Head Start Program. Please contact PCI at (210) 475-4406 (Ms. Alice Filoteo) for more information on the Early Head Start Program.
Q: Who do I contact in Department of Community Initiatives (DCI) for more information?
You may contact DCI at 210.207.7851.
Q: How will I be notified that my child has been enrolled or accepted into the Head Start program?
Family Service will send out a letter on July 17th to those families who have been qualified and enrolled by the city.
Q: What happens if I am missing required documents for the application process?
When Family Service sends out the letters on July 17th, you will be notified which documents you are required to bring.
Q: What is the income eligibility for Head Start?
You need to go through the application process in order to confirm the eligibility requirements.
Q: Can the grandparents conduct the application process for children?
Family Service encourages grandparents to attend the round up application process for their grandchildren if they are a legal guardian for the children.
Q: Can I request a specific center for my child to attend?
You may request the center but you will be notified by letter on the center that your child will be attending.
